How WhatsApp Business API pricing works
Meta’s WhatsApp Business Platform rates effective 1 October 2026 charge for delivered messages. Separate message charges from provider fees when budgeting. The rate table shows Meta’s charges, not necessarily your total cost. Prices checked 6 October 2026.
The pricing framework has five categories: marketing, utility, authentication, service and Meta Business Agent. The message categories use the market rates below. Meta Business Agent uses token-based pricing and needs a separate usage calculation.
Start with expected delivered messages, split by market and category. Account for the free service allowance and any applicable free entry point window, then add provider fees. This gives a clearer WhatsApp API cost estimate than applying a single rate to every chat.
The five pricing categories
Keep marketing, utility, authentication and service separate when calculating WhatsApp Business API pricing per message. They remain distinct categories even when their rates match. A matching price does not mean messages can be classified interchangeably.
Meta Business Agent costs $2.00 USD / 1M tokens, checked 6 October 2026. This is usage-based pricing, not a per-message rate or monthly subscription. Keep it separate from your delivered-message calculation.
The table below covers the four message-rate categories. It does not convert token usage into a message price. Malaysia also has an international authentication rate of USD 0.0418 per delivered message, checked 6 October 2026. The authentication column shows the standard rate.
- Marketing: use the marketing message-rate column.
- Utility: use the utility message-rate column.
- Authentication: use the authentication column and check whether international authentication applies.
- Service: account for the monthly free allowance before estimating paid usage.
- Meta Business Agent: budget token usage separately.
USD rates per delivered message by market
These are Meta’s USD list rates per delivered message, effective 1 October 2026 and checked 6 October 2026. Each numeric cell is a USD price per delivered message, without rounding or conversion. These are not monthly subscription prices and do not include provider fees.
Read across a market row to compare message categories. Read down a category column to compare markets. The marketing rate differs from the other displayed rates in every row, so a blended estimate can hide cost differences.
Use the table as a rate input, not a complete invoice estimate. Free allowances and the free entry point window can affect message charges. Add provider fees separately. Malaysia’s standard authentication rate below differs from its international authentication rate.

Free allowances and messaging windows
The first 1,000 service messages per month are free for each business phone number. This allowance applies to service messages, not all message categories. Keep it separate from marketing, utility and authentication when estimating charges.
Meta also offers a 72-hour free entry point window associated with click-to-WhatsApp ads or a Facebook Page call-to-action. Not every customer chat qualifies. Check the entry point before treating messages as covered by this window.
Non-template messages are allowed only within the 24-hour customer service window. This messaging rule is separate from the 72-hour free entry point window. Your workflow needs to account for both whether a message can be sent and how it is charged.
A WhatsApp Business API pricing calculator method
A WhatsApp Business API pricing calculator should use delivered messages, not just the number you intend to send. Create separate entries for each market and message category. Apply relevant free allowances or windows, then multiply the chargeable message count by the listed rate.
Worked example: for 1,000 chargeable marketing messages in the United Kingdom, calculate 1,000 × USD 0.0635 per delivered message, checked 6 October 2026. This covers only Meta’s message charges.
Repeat the calculation for each applicable category and market, then add the charges together. Calculate Meta Business Agent token usage separately, if applicable. Finally, add provider fees. Keep these components separate so you can update the estimate when your message mix changes.
- Group delivered messages by market and category.
- Separate chargeable messages from applicable free usage.
- Multiply each chargeable count by its listed USD rate.
- Add any token-based usage separately.
- Add provider fees to estimate the total.
Provider fees and WhatsApp chatbot pricing
WhatsApp chatbot pricing is not necessarily the same as Meta’s message pricing. When you use the Business Platform through a provider, its fees are additional to applicable Meta charges. A quote should show these components separately.
Ask which charges belong to Meta and which cover the provider’s service. Check how the quote treats free allowances and whether chatbot or AI usage is priced separately.
Compare quotes using the same expected message mix. Differences in marketing volume, service usage or market coverage can distort the comparison. Keep rate assumptions beside the provider’s commercial terms to distinguish usage changes from fee changes.
Compare the app, official Platform and WhatsApp Web route
The free business app, official Business Platform through a provider and monthly-plan WhatsApp Web agent have different pricing models and operating conditions. The comparison groups them by type rather than ranking them.
The WhatsApp Business app is free. The Business Platform combines applicable Meta usage charges with provider fees. Terabot (our product), by AITG (our company), uses WhatsApp Web on its own computer rather than the official WhatsApp Business API.
Choose the route that fits your workflow, not just its headline price. A monthly plan without a per-message fee is not equivalent to official API access. A free app is also different from an AI digital worker. Compare the cost basis and operating conditions separately.
